Resolution 4-02A 

WHEREAS, by resolution at a previous SARM convention, delegates gave SARM the direction to co-ordinate the establishment of an independent agricultural organization to represent agricultural producers province-wide; and

WHEREAS, the Agricultural Producer's Association of Saskatchewan (APAS) was organized and has functioned for a year and a half, and in that time have been able to address both provincial and federal levels of government on our behalf; and 

WHEREAS, recruiting support from rural municipalities has been a difficult task even though it was municipal delegates who initially expressed the need for such an organization; and

WHEREAS, APAS personnel are currently spending the majority of their time and energy working to recruit these hesitant rural municipalities instead of directing their efforts towards the continued lobbying of government for solutions that are desperately needed for the survival of agriculture; and

WHEREAS, approximately one-third of the rural municipalities are presently funding APAS and carrying the liability for the other two-thirds, who are thus, "getting a free ride"; 

THEREFORE BE IT RESOLVED, that all rural municipalities become supporting members of APAS immediately so as to correct this imbalance; and

BE IT FURTHER RESOLVED, that SARM and APAS mutually support each other and work cooperatively together so as to give the Agricultural Producers of Saskatchewan the most efficient representation possible.
