WHEREAS the traffic in many municipalities has increased due to heavy oilfield traffic resulting in excessive speed and weight of vehicles which presents the opportunity for more accidents and causes increased damage to rural municipal roads; and

WHEREAS, municipalities are able to apply for an Enhanced Police Service and, if approved, fund approximately seventy percent (70%) with the Federal Government funding the remainder to police this increased traffic;

BE IT RESOLVED that the Provincial Government establish an agreement with the rural municipalities   to apportion   seventy-five percent (75%) of   the   fine   revenue   to funding municipalities similar to the agreement with our urban counterparts.

Discussions continue to be held with SARM and SUMA regarding an equitable distribution of fine revenue.

I recognize that the issue of inequities of fine revenue distribution has been a long-standing issue; however, it is important to note that any distribution that is agreed to will result in a decrease in revenue to the Province.  Accordingly, it must be balanced with other competing government priorities.
