WHEREAS point of privilege resolutions are becoming more prevalent at every convention;

WHEREAS municipalities have two opportunities each year to submit resolutions, which in turn provides participating municipalities the time necessary to review resolutions;

WHEREAS point of privilege resolutions are not published and may not be reviewed by the submitting council if submitted at the convention;

WHEREAS municipalities do not have time to review and make informed choices as a council on point of privilege resolutions if all the councilors do not attend convention;

WHEREAS SARM allows for emergent resolutions to be submitted after the resolution deadline for issues that arise between the deadline and the convention;

BE IT RESOLVED that SARM amend its bylaws to remove point of privilege resolutions and encourage emergent resolutions to be submitted instead.
