Road Maintenance and Restoration Agreement Regulations
WHEREAS, the maximum rates for haul road maintenance agreements and capital road loss were last revisited in 1999, with only modest increases made to the Road Maintenance and Restoration Agreement Regulations; and
WHEREAS, Government Relations made a commitment to undertake a review of the Road Maintenance and Restoration Agreement Regulations during the 2003 – 2004 fiscal year; and
WHEREAS, there have been no changes to the rates and these rates are now insufficient to cover the municipal costs incurred on haul roads;
THEREFORE BE IT RESOLVED, that SARM request the Government of Saskatchewan increase maintenance and capital road loss rates to a level that reflects today’s current costs.

Government Relations (GR) has initiated a review of the road maintenance and loss of road life rates found in The Municipalities Regulations. Stakeholders (including SARM) were contacted and asked to consult with GR on the draft terms of reference for the review and name representatives to a review committee. Responses have been received from a majority of stakeholders and an agenda for the first meeting is currently being developed.

The review committee will investigate the various alternatives to the issue. The committee will not only look into the possibility of increasing the road maintenance agreement rates, but also study whether this is the most effective tool available for the municipalities to use in order to maintain roads.
