Road Maintenance Agreements (1)

WHEREAS road maintenance and construction costs are significantly increasing annually; and

WHEREAS current road maintenance and loss of road life agreement rates are out of date;

BE IT RESOLVED that SARM demand the Province of Saskatchewan immediately increase the road maintenance and loss of road life agreement rates so that these rates reflect current and future road maintenance and construction costs of rural municipalities.

  • Any decision to adjust the rates that are set by provincial regulation involves balancing the revenue needs of Rural Municipalities (RMs) and the cost they incur to maintain rural roads, with the financial impacts the rates have on rural industry.
  • Road maintenance and loss of road life agreements are only intended to cover the incremental costs associated with bulk hauls, and not to cover the full costs of maintenance, construction, and repair of municipal roads.
  • A review committee including provincial, RM and industry representation has been formed.  Work on this matter is currently underway.
