WHEREAS municipalities are encouraged to pass a bylaw that mandates it be reported to the Ministry of Agriculture when clubroot is found in the municipality;

BE IT RESOLVED that SARM lobby the provincial government to mandate that all clubroot locations found in Saskatchewan be reported to the Ministry of Agriculture.

Clubroot is a declared pest in Saskatchewan, which gives RMs powers to prevent and manage clubroot under The Pest Control Act. These powers include: The appointment of Pest Control Officers to enforce the The Pest Control Act, the authority to pass bylaws to prevent or  control clubroot, and the ability to require individuals to take actions to control clubroot on the land they own, occupy or control. 

RMs can implement a bylaw that requires clubroot-infested fields to be reported to their office. Furthermore, the Ministry of Agriculture supports RMs in developing clubroot bylaws, along with the management of clubroot, through clubroot identification, education, and the development of consistent and science-based clubroot management plans. 

The Ministry of Agriculture is also repealing and replacing The Pest Control Act, and the proposed changes contain the duty of reporting a declared pest, including clubroot.
