WHEREAS one of the main objectives of a rural municipality (RM) is maintaining municipal roads; and
WHEREAS municipal graders maintaining municipal roads are considered to be in the “Orange Zone” where the traveling public should reduce their speed to 60 km/hr; and
WHEREAS there are many instances whereby the travelling public do not consider that the grader maintaining a municipal road is in the “Orange Zone” and as a result they do not reduce their speed accordingly; and
WHEREAS the Provincial Government promotes the “Orange Zone” throughout the year with public television and radio advertisements to safeguard Saskatchewan Highways personnel that are either snow plowing, constructing or repairing provincial highways; and
WHEREAS for the Provincial Government to incorporate and promote municipal graders that snow plow and maintain municipal roads in RMs into their advertisements that they place on public television and radio would be a minute additional cost which would be beneficial to all municipalities and their employees;
BE IT RESOLVED, that SARM lobby the Provincial Government to amend their advertisements promoting the “Orange Zone” to include rural municipalities which would assist in reducing the risk to all municipal employees employed in the province.
