WHEREAS the Province has first right of refusal on gravel reserves; and

WHEREAS RMs where the gravel reserves are located are given second right of refusal for those reserves; and

WHEREAS there are limited gravel reserves in the province; and

WHEREAS rural municipalities require affordable access to gravel to continue to meet the requirements of The Municipalities Act;

BE IT RESOLVED that the Province give adjoining RMs third right of refusal to gravel reserves so that the gravel stays Saskatchewan owned; and

BE IT FURTHER RESOLVED that the right of refusal protocol is appropriately followed by Ministry officials to ensure that our non-renewable resource stays in Saskatchewan.
