WHEREAS resource development is expanding in Saskatchewan;

WHEREAS RM councils are required to enter into development agreements with multi-national corporations with great resources and expertise;

WHEREAS municipal councils have comparatively limited experience and resources;

WHEREAS councils are having to spend thousands of dollars on consultants to make an informed decision about such developments, often without reimbursement;

WHEREAS RM councils are directed to contact various government agencies, other RMs, and private consultants without knowledge of what information they need to be requesting;

BE IT RESOLVED that SARM lobby the Provincial Government to design and implement a program to assist councils in understanding development agreements and in working with multi-national corporations.
