WHEREAS, a surveyed plan from a certified survey company hired by the landowner must be presented to Community Planning along with the application to subdivide property within Saskatchewan; and

WHEREAS, Community Planning is the final approving authority and issues a Notice of Decision (Certificate of Approval) with the various requirements that will need to be met by the landowner; and

WHEREAS, this Certificate of Approval is sent to the Surveying company, the Municipality affected, and the utilities companies and NOT the landowner;

BE IT RESOLVED, that Community Planning be required to send the landowner a copy of this Notice of Decision (Certificate of Approval).

Response from Honourable Bill Hutchinson, Minister of Municipal Affairs:

·         Municipal Affairs appreciates the concern raised in the resolution.

·         Legislation requires that the Notice of Decision regarding a subdivision application be provided to the applicant, which can be a survey company.

·         Presently, Community Planning Branch, Municipal Affairs, also sends a copy of the Notice of Decision for proposed subdivisions to the landowner.

·         This should help ensure the landowner is aware of the decision and any development requirements.
