WHEREAS Saskatchewan has experienced unprecedented flooding over the last number of years; and

WHEREAS rural municipalities acknowledge the programs for assistance for their ratepayers and municipal infrastructure in the event of disaster and imminent flooding; and

WHEREAS the province has developed related legislative requirements via the Statement of Provincial Interest;

BE IT RESOLVED that the Provincial Government provide funding through the Water Security Agency to municipalities to address structural and non-structural flooding mitigation initiatives including but not limited to engineering and technical support, flood plain mapping, modification to, development and/or maintenance of infrastructure for permanent solutions to flooding concerns.

MINISTRY OF GOVERNMENT RELATIONS' RESPONSE

  • The Ministry of Government Relations (GR) supports the efforts of communities to increase their emergency management capacity in preparation for events such as severe flooding.
  • Research has affirmed that mitigation, whether structural or non-structural, is a highly cost-effective means of reducing the impacts of emergency events.
  • GR and the Water Security Agency are anticipating that the federal government will soon reveal the details around their National Disaster Mitigation Program (NDMP) that was announced in the 2014 federal budget.
