WHEREAS volunteer Fire Departments provide service to rural municipalities and emergency services to all residents; and
WHEREAS funding requirements of these departments are becoming greater each year; WHEREAS SGI has refused to pay compensation at full production rate for all of a callout; and
WHEREAS SaskPower has refused to pay any compensation for a callout which is deemed to be caused by a failure from a piece of SaskPower equipment;
BE IT RESOLVED that SARM lobby the Provincial Government to enact policy that ensures Crown Corporations reimburse volunteer Fire Departments at full production rate for all emergency callouts that the respective Crown Corporation is deemed responsible for the local Fire Chief to have caused.
Response from the Honourable Donna Harpauer, Minister Responsible for Saskatchewan Government Insurance
SGI is the first payer for fire department charges for all vehicle losses, including insured and uninsured vehicles in the province. Payments for fire suppression and rescue/extrication services are based on rates established by SGI in consultation with the Saskatchewan Urban Municipalities Association (SUMA), the Saskatchewan Association of Rural Municipalities (SARM), the Saskatchewan Association of Fire Chiefs and the Saskatchewan Volunteer Fire
Fighters Association. These rates are increased annually according to the Consumer Price Index
for both productive and non-productive calls.
I understand SGI has contacted your office requesting a proposal to support why current rates are inadequate and what you believe the rate should be. SGI officials will meet with each of your associations independently or as a group to discuss your concerns.
