WHEREAS RMs, as employers, should have a policy in place that would apply to the municipal employees and would address discipline or dismissal of employees under the influence of alcohol or drugs during work, including the ability for the employer to request drug testing to confirm suspicions; and

WHEREAS the cost for a Solicitor to draft a comprehensive and well-crafted policy defensible against a human rights complaint would be substantial for each RM to bear on its own; and

WHEREAS SARM has a Legal Department that is accessible to all RMs;

BE IT RESOLVED that SARM’s Legal Counsel develop a template policy for RMs for on Drug and Alcohol use by municipal employees.
