The Rural Integrated Roads for Growth (RIRG) program’s purpose is to support regional socioeconomic development and the transportation of goods to market in rural Saskatchewan by providing provincial funding to rural municipalities, other municipalities, and First Nations Bands for projects that will contribute to safe, efficient, and integrated rural road systems. The RIRG program is a Ministry of Highways (MoH) funded program, administered by SARM, and governed by a Program Management Board (PMB), which is made up of voting representatives of both organizations.

Policy Manual

The information published in the Policy Manual outlines the policies governing the Rural Integrated Road for Growth, Clearing the Path, capital funding, and information collection programs. The purpose of the Policy Manual is to ensure the consistent administration of the Program by providing guidance to the Program Administrators. The Policy Manual also provides Road Authorities with specific program guidelines and eligibility requirements, it shall be the responsibility of the Road Authority to ensure compliance with the current version of the Policy Manual. The PMB reserves the right to review, update, change, add, and/or delete any policy at any time. On a regular schedule, all policies within the Program shall be reviewed by the PMB.

Program Management Board

The PMB consists of six voting members of both SARM and the Ministry of Highways. The purpose of the PMB is to govern the RIRG program and direct the development and policy of the Program. The PMB has the authority to develop and approve policies of the RIRG program including (but not limited to) eligible costs, eligible projects, and procurement. It also approves an annual budget (within the budget set by the Ministry of Highways), reviews and recommends eligible projects for Minister’s approval, establishes sub-committees, approves decisions within its authority, and can exercise any other powers as are related to the administration of the Program.

Program Administration Team

The RIRG Program Administration Team is responsible for the administrative and technical aspects of the Clearing the Path, Road Construction, Bridge and Large Diameter Culvert, the Municipal Bridge Inspection Programs, and provides funding for the Traffic Count Program. Official communication from a Road Authority shall be accepted from either the administrator and/or reeve, or another representative appointed by a Resolution of Council.
