WHEREAS the current road maintenance and loss of road life rates legislated under The Municipalities Regulations are out-dated and do not cover actual costs; and
WHEREAS traffic is increasing on rural roads, which has a direct impact on the need for increased maintenance and repair. The associated costs of road maintenance and road degradation are well in excess of the legislated rates; and
WHEREAS municipalities are responsible for costs far above what is allowed in these regulated fees, with several funding cuts in effect.
BE IT RESOLVED SARM lobby the provincial government to take action and increase the road maintenance agreement rates and loss of road life fees.

  • The Government of Saskatchewan recently amended The Municipalities Regulations related to road maintenance agreements (RMAs). The changes will come into effect January 1, 2022.
  • We thank SARM and all rural municipalities for their contribution in developing and refining
    these amendments to come up with a more consistent, transparent and clear process for all
    involved.
  • Key changes include:
    • Clarifying the definition of a bulk haul and who RMAs are to be applied to;
    • Establishing a new rate structure based on verifiable data to replace the minimum and maximum rate ranges with a single per tonne per KM rate;
    • Applying the new rate structure to regions based on Area Transportation Planning
      Committees;
    • Determining that RMA rates are updated every two years; and
    • Outlining the process for cancellation and suspension of agreements.
