WHEREAS the road construction season in Saskatchewan is weather-dependent and can be extremely limited;

WHEREAS the costs to replace municipal infrastructure are constantly increasing;

WHEREAS there has been minimal financial assistance from the provincial or federal governments;

WHEREAS the Ministry of Environment and Environment and Climate Change Canada continually place further restrictions and expectations on municipalities that delay road projects;

BE IT RESOLVED that SARM lobby both the Ministry of Environment and Environment and Climate Change Canada to limit the administrative and financial burdens placed on road construction projects, allowing a simpler process to replace aging infrastructure.

The ministry is committed to evaluating its process and to providing proponents with solutions that reduce the administrative and financial burden to municipalities. We want to make the permitting and approvals process administratively simple, thereby reducing the cost to municipalities. 

The ministry will continue to work with SARM to secure a better understanding of the requirements of this resolution.
