WHEREAS landowners continue to be burdened with crop, fence and other like damages as a result of big game such as elk and moose;
WHEREAS a landowner may allow other hunters to hunt the big game causing damage on their lands, the draw success rate would be much higher and more targeted if a landowner is able to hunt themselves;
WHEREAS a landowner is not provided any compensation as a result of damage caused by big game, nor are they provided the means of deterring these big game;
WHEREAS should landowners be granted the privilege, it would assist the rural municipalities for it would lessen the traffic on seasonal or bush roads, assist in crime prevention, and enhance the Rural Crime Watch;
BE IT RESOLVED that SARM lobby the Ministry of Environment to make available or designate a percentage of the total big game draw tags in any particular hunting zone for the zone’s local landowners.

A fundamental principle of Saskatchewan game management is that wildlife are a public resource and the province will strive to maintain fair access for the public to that resource. The Big Game Draw is intended to provide a fair and equitable method of allocating limited hunting opportunities for all Saskatchewan residents. Each year there is very high interest in the draw compared to available licences for draw hunting opportunities. As noted in our 2018 response, the ministry maintains that existing harvest strategies are fulfilling management goals and changes to the current allocation model are not being considered at this time.
