WHEREAS the Saskatchewan Association for Resource Recovery Corp. (SARRC) Used Oil  Filter, Antifreeze and Container Recycling Program stimulates the recycling of used oil,  filters, antifreeze and containers generated by large industrial, commercial and  industrial oil and antifreeze users throughout the province; and

WHEREAS the membership to SARRC is open to all first sellers, wholesalers, distributors,  and retailers of lubricating oil products including oil filters, diesel exhaust fluid (DEF),  diesel fuel filters or antifreeze in Saskatchewan; and

WHEREAS the program is funded by an Environmental Handling Charge (EHC) remitted  by the members to SARRC based on sales of new collectable oil, oil filters, antifreeze and plastic oil/antifreeze/DEF containers; and

WHEREAS the Return Incentives (RI) are paid by SARRC from EHC revenues to registered  collectors for picking up materials from collection facilities and major generators  throughout Saskatchewan with all materials being transported to approved processors  and end users; and

WHEREAS collectors are private sector enterprises working throughout the province's  seven regions collecting used oil and antifreeze materials and are compensated by the  freight-equalization Rl;

BE IT RESOLVED that SARM lobby the Government of Saskatchewan to increase the  program funding to the Saskatchewan Association for Resource Recovery Corp.  (SARRC), providing a comprehensive, cost-effective, sustainable and province-wide  program that will continue to achieve their objectives of collecting and recycling used  oil, antifreeze and containers; and

BE IT FURTHER RESOLVED that the Return Incentive paid to registered collectors be  increased, further providing for fund increases to the compensation paid to  generators of the materials, encouraging the expansion of the SARRC program  objectives and maximize the collection of these materials throughout the province.
