WHEREAS industrial assessments are based on building and lands; and
 
WHEREAS the industrial businesses equipment and mechanical pieces are becoming smaller with less need of space; and
 
WHEREAS Saskatchewan Assessment Management Agencies are now required to write off the extra space referred to as “functional obsolescence” due to the modern pieces of mechanical machinery and equipment; and
 
WHEREAS the extra space within the building is not needed for the equipment, however is still there for storage or to use for other pieces of equipment, but this space is no longer assessed and thereby reducing the valuation of the building and thus lowering the valuation of the assessment;
 
BE IT RESOLVED that the Province of Saskatchewan implement assessing portions of the mechanical machinery and equipment within the industrial plants in addition to the buildings and lands in order to make up for the loss of the extra “functional obsolescence” of the building for the assessment base.
