WHEREAS the maximum fine imposed by the Ministry of Environment on individuals dumping garbage on municipal right of ways is $200 for a first offense and $500 for a subsequent offense and these fines are not paid to the municipalities where the dumping has occurred; and

WHEREAS the cleanup of the dumping is the responsibility of the municipality and results in costs for tipping fees, wages and time lost on other municipal work; and

WHEREAS these minimal fines are not a deterrent to dumping;

BE IT RESOLVED that SARM lobby the Ministry of Environment to increase the fines for dumping garbage on municipal right of ways to a level that will act as a deterrent.
