WHEREAS Section 68 ( 1) of The Municipalities Act states that, “a councillor of a rural municipality (RM) who represents an organized hamlet with a population of greater than 100 that constitutes its own division is, by virtue of his or her office, an additional member of the hamlet board.”

BE IT RESOLVED The Municipalities Act and, The Municipalities Regulations, if required, be amended so that the councillor that is the additional member of the hamlet board also functions as the “liaison” between the organized hamlet board and RM.

The “liaison” between an organized hamlet board and RM council is not a role or function that is included in The Municipalities Act or its regulations.

RMs may develop their own procedures for communicating with their organized hamlet boards. If those procedures contain a liaison role, then only the council may dictate how that role is filled and its function.
