WHEREAS the Municipal Roads for the Economy Program funding is beneficial to construction projects in municipalities; and
WHEREAS RMs are notified in the spring by SARM of successful grant application approval; and
WHEREAS the cancellation of awarded projects or declining of grants means funding is awarded to applicants next in line; and
WHEREAS those RMs awarded funds for a next in line construction project are notified in July with project completion dates of mid-October and a project deadline of December 31 of the project year; and
WHEREAS the shortened project completion deadline for a next in line grant funded construction project increases the costs to RMs by having to attain environment, heritage and land owner approvals, securing and testing of clay pits, tender packages, contractor availability and competition;
BE IT RESOLVED that next in line construction projects approved for funding under the Municipal Roads for the Economy Program be given one year from the date of grant approval to complete the construction project.
