WHEREAS the Province of Saskatchewan has a growth agenda and there are pressures to provide more residential and commercial opportunities to meet that agenda; and
WHEREAS Saskatchewan has experienced significant flooding events in recent years that necessitates the promotion of a strong provincial/municipal partnership to identify flood hazards and provide a technical basis for land use planning and development; and
WHEREAS flood mitigation is more than infrastructure including developing restrictions, good forecasting and good public information; and
WHEREAS Light Detection and Ranging (LiDAR) is technology used to develop flood plain mapping and clarify risk; and
WHEREAS neighbouring Provincial Governments have taken a lead in using LiDAR for development planning to avoid flood vulnerable areas and for flood mitigation and emergency response planning;
BE IT RESOLVED that SARM lobby the Province of Saskatchewan to pursue the acquisition of highly accurate LiDAR topographic data and that the data be made available to municipalities.
MINISTRY OF GOVERNMENT RELATIONS' RESPONSE
- The Ministry of Government Relations (GR) supports the ongoing implementation and improvement of technology to improve the provincial public safety system.
- Flooding has indeed been severe over the past several years, resulting in significant impacts to communities, individuals, the environment and the economy.
- GR undertakes Lessons Learned activities following each significant flood event, and major incidents of any type, and is committed to improving its coordination of provincial resources and the advice and assistance provided to communities.
- GR will continue to work closely with the Water Security Agency to identify options for use of technology, such as LiDAR, to further improve public safety capacity in Saskatchewan.
