Heavy Haul Program
WHEREAS the Heavy Haul Program has been historically under funded, and road improvement costscontinue to increase:
BE IT RESOLVED that SARM strongly press the Government of Saskatchewan to update thefunding level of the Heavy Haul Program from $2.25 million to $5 million annually in new money.
Ministry of Municipal affairs RESPONSE
· In the 2007-08 Provincial Budget, two new funding initiatives were announced which complement the Heavy Haul-High Volume (HH-HV) road program:
Ø The Primary Weight Road Corridors Program, with $5 million provided in 2007-08 and an additional $5 million to be considered in the 2008-09 budget process, will be available for maintenance and construction of Primary Weight Road Corridors.
Ø The Roads to Resources Program, through the Ministry of Highways and Infrastructure, provided $5 million for construction/upgrading of roads that provide access to resources in 2007-08 with an additional $5 million to be considered during the 2008-09 budget development process.
· Both of these programs are expected to reduce the demand for funding of HH-HV roads, because they are often the same roads.
· If SARM and rural municipalities believe there is a need for more funding for HH-HV roads, a portion of future increases to Rural Revenue Sharing could be allocated to the HH-HV Program.
