WHEREAS Provincial Disaster Assistance Program (PDAP) projects were done to bring the roads to their original condition, that being safe and usable for the public; and

WHEREAS in some instances PDAP Adjusters have underestimated the costs of repairs; and

WHEREAS the actual cost of bringing a road to its original condition exceeded the adjusters estimate for repair;

BE IT RESOLVED that the Provincial Disaster Assistance Program reimburse rural municipalities for the actual costs incurred to repair a road to its original condition; and

BE IT FURTHER RESOLVED that the Province undertake a thorough review of the delivery of the program and make the necessary changes to improve it.

MINISTRY OF GOVERNMENT  RELATIONS' RESPONSE

PDAP strives to ensure that all eligible claimants receive their full eligible compensation.  This includes providing reimbursement for the actual cost of eligible repairs to restore municipal roads to a pre-disaster condition.

When a road is damaged, PDAP will arrange for an engineer to complete a full inspection and prepare a written report describing the repairs to be completed and the associated estimated costs.  The engineer's report that is provided to PDAP is an initial estimate only.  The actual repair costs incurred to bring roads back to pre­ disaster condition often exceed those estimates.  In these circumstances, PDAP will review the submitted expense reports and will provide compensation based on actual quantities of material and machinery hours that have been further reviewed and confirmed by the engineer.

PDAP provides compensation for eligible expenses incurred to restore the road to a pre-disaster condition only.  Any additional enhancements are the responsibility of the claimant.
