Resolution 20-02A

WHEREAS, the Provincial bureaucrats have been making changes to The Rural Municipality Act,1989; andWHEREAS, there has been no consultation with those involved, including RMs; and WHEREAS, the changes being made may not be favorable to the RMs;

THEREFORE BE IT RESOLVED, that the Provincial Government take the time and effort to work with the RMs and consult with them and all those involved regarding changes to The Rural Municipality Act, 1989.

Response From the Hon. Ron Osika:

GR is required to follow legislation and regulation development processes that are mandated by Cabinet.

Within those processes, consultation with stakeholders plays a critical role in the work done by GR to develop the final version of the legislation or regulation in question.

Stakeholder consultation takes several forms and is currently done in a consistent and formal manner in at least two different stages in the each process – during the development of proposals for changes and during the actual drafting of the provisions.

All amendments to the RMA are reviewed with the SARM Board of Directors and with RMAAS.

The nature of the legislation and regulation work that GR is responsible for often dictates that some stakeholders are pleased with the results and others are not. In either case, consultation is done and the results are considered carefully.
