Fire Fighting Cost Recovery

WHEREAS it is not uncommon for fires to ignite from passing motorists and train traffic;
WHEREAS it is often difficult, if not impossible, to determine the source of ignition;
WHEREAS local ratepayers are burdened with the expense of these unknown fires;
WHEREAS municipalities lack the resources and expertise to conduct proper fire investigations;
BE IT RESOLVED that SARM source a fire investigation unit and fund that can investigate fires to determine cause of origin and pay fire-fighting costs from the fund when the source cannot be attributed to a specific source.
