WHEREAS rural municipalities have a base level of financial obligation to provide fire protection to their ratepayers, which may be by their own or through another fire department;

WHEREAS the ratepayers in many municipalities are responsible for the cost of any emergency call requiring the fire department on their property, regardless of the cause;

WHEREAS SaskPower equipment and powerlines are known to spark grass fires in their right of ways and spread to surrounding ratepayer property in rural municipalities and endanger the lives of occupants and their property;

WHEREAS SaskPower pays minimal taxes or grants in lieu of taxes in rural municipalities, thereby not contributing to standby fees that rural municipalities are having to pay for fire protection for their residents;

WHEREAS SaskPower advises that when they receive an invoice for a fire call they investigate the cause, but they do not provide this investigation to the municipality:

WHEREAS SaskPower advises they have guidelines for handling firefighting claims and will only reimburse for firefighting costs where they have been negligent an only in certain circumstances not involving negligence;

BE IT RESOLVED that SaskPower be held financially responsible for all fire calls, the same as any other ratepayer is in our rural municipalities, regardless of cause, that begin with their right of way and at their equipment and facilities.
