WHEREAS SARM administers the Rat Control Program (CAP-RCP) designed to provide financial and human resource assistance to rural municipalities (RM) to control the rat population in their respective jurisdictions;

WHEREAS the program is designed to achieve maximum results and accountability, while keeping administrative requirements for RMs to a minimum;

WHEREAS funding for the program is provided by the Ministry of Agriculture and the federal government under Canadian Agricultural Partnership agreement;

WHEREAS the program will provide a cost-shared payment to RMs that are active in their rat control efforts and who follow the minimum level of service determined by the 2018-19 CAP-RCP;

WHEREAS the program funding stands to be potentially impacted by the Pest Biosecurity Program and its inclusion of more crop pests such as clubroot;

WHEREAS the Pest Biosecurity Program created a network of Plant Health Officers across the province to minimize the impact of agricultural crop pests such as invasive plants and new diseases such as clubroot;

BE IT RESOLVED that SARM continue to support the Pest Biosecurity Program, however, not to the detriment of the Rat Control Program (CAP-RCP) or other programming.

2-18M Resolution Response from SARM Board of Directors – March 2019

The SARM Board met with officials from the Saskatchewan Ministry of Agriculture in December 2018 to discuss Midterm Convention Resolutions and the concerns expressed by our members regarding reduced funding for the Rat Control Program and other programming since the introduction of the Pest Biosecurity Program. 

The SARM Board shared its concerns regarding decreased funding potentially resulting in an increase in rat populations and the risk to biosecurity they pose while being mindful of the improvements made by adding Plant Health Officers to assist RMs with their pest control efforts.   SARM asked the Ministry to reconsider the funding levels for the various components of the Pest Biosecurity Program and increase funding for the Rat Control Program in future years whether that means reallocated existing funding or identifying additional funding.
