INSTRUCTION TO BIDDERS

Rural Municipality of Bengough No. 40

Gravel Haul

 

1.            Time & Place

1.1          Tenders will be submitted to the Rural Municipality of Bengough No. 40 by February 8,

2017 at 4:00 p.m. local time.  Tenders may be submitted by the following means:

Sealed with the words “Gravel Haul” to the Rural Municipality of Bengough No. 40 Box 429

Bengough, Saskatchewan S0C 0K0

Faxed with a cover page stating “Gravel Haul” to 306-268-2054

E-mailed with the subject line stating “Gravel Haul” to rm40@sasktel.net

1.2          Tenders will be opened at the Regular Meeting of Council on February 9th, 2017 at 3:00 p.m. local time

2.               Tender Acceptance

2.1          The Municipality reserves the right to refuse to accept any or all tenders, and the lowest tender will not necessarily be accepted

2.2          Without limiting the generality of the foregoing, any tender may be rejected which is

incomplete, obscure, or irregular

2.3          The Municipality reserves the right to cancel the acceptance of any tender at any time before the execution of the contract by all parties without any liability against the Municipality

2.4          Three (3) Business related references shall accompany the tender.  Personal references will not

be considered

3.            Late Tenders

3.1          Tenders received after the time and date specified in Clause one (1) of the Instruction to

Bidders will not be considered

4.            Validity of Tenders

4.1          A bidder may, without prejudice to himself, withdraw his tender at any time up to within two (2) hours of the time specified in Clause one (1) of the Instruction to Bidders.  The tenders received will be valid for a period of fifteen (15) days from the date of the opening of the tender

5.            Tender Limitations

5.1          Oral and telephone tenders will not be considered.

5.2          Oral and telephone modifications to submitted tenders will not be considered. Modifications will only be accepted in writing by the means noted in Clause one (1) of the Instruction to Bidders

6.            Tender Submissions

6.1          All tenders shall include the following information:

a)            Price per cubic yard mile for hauling gravel from the Municipal Gravel Pit located NW 19 06 23 W2

b)            Tender submissions  must be based on a 20 yard load, other load amounts will not be considered

c)            A list of equipment/machinery relevant to the completion of the Gravel Haul along with a copy of valid liability insurance & Saskatchewan Workers Compensation Coverage

d)                Start date

7.            Project Specifications

7.1          a)            The Gravel Haul for the municipality will consist of hauling and spreading approximately 12,000 cubic yards of ¾” Road Gravel from the Municipal Pit located NW 19 06 23 W2

b)            The Municipality also has a stock of 1” Road Gravel that may need to be spot hauled, this gravel is located at the same pit

c)           The Municipality has a stock of reject gravel that is hauled for private use. The tender will indicate if the hauler wishes to partake in this program and shall include a separate part in the tender for this haul.

d)            From time to time when the municipal haul is completed the Municipality requires spot gravelling, on new construction or light areas etc. The tender submission shall indicate if the company is willing to return to do said spot hauls and the price per cubic yard mile for such hauls

8.            Tender Omissions

8.1        Council reserves the right to consider tenders with minor omissions provided that the bidder, if successful in the tender awarding, can rectify the omission within five (5) days of the tender being awarded

9.            Labour, Materials & Equipment

9.1          The successful bidder shall supply all supervision, labour, materials, equipment, tools and all other things necessary for the complete supply of the work as indicated or intended by the specifications which form part of this document

9.2          The unit price shall include the supply of all supervision, labour, materials, equipment,

tools and all other things necessary for the complete supply of the work

10.          Successful Tender

10.1        The successful bidder will be required to sign the Contract Agreement as attached to the

Instructions to Bidding

10.2        If the successful bidder refuses or neglects to sign the Contract Agreement within seven (7) days after the notice that the bidder has been successful in procuring the job the Municipality reserves the right to cancel the tender and award it to the next bidder considered appropriate by the Municipality

11.          Commencement and Completion of Work

11.1        Time will be of the essence of the Contract made with the successful bidder and the Contractor will be required to comply strictly with the dates specified, subject to the terms of the contract

12.          Goods & Services Tax

12.1        The tender unit price shall not include Goods and Services Tax
